Glossary of Terms

Memorandum of Agreement (MOA) – The overall, institution-to-institution agreement with a foreign institution. A general agreement establishing a relationship. Not to be created as a stand-alone document. Should have program agreements accompanying it. Not required by TAMU, but may be necessary for many foreign institutions and grant programs.

Program Agreement – Document describing type of relationship (i.e. student exchange, faculty exchange or research). Can have programs with a college, department or university-wide.

Agreement – For our purposes, the combination of the Memorandum of Agreement and/or the Program Agreement with foreign institutions.

Office of International Outreach – The division of the International Programs Office responsible for the routing, documenting and tracking of agreements with international institutions.

IPECC – International Programs Enhancement and Coordination Committee – This committee, appointed by the Associate Vice President for International Programs, serves as an advising agent for the international program endeavors at Texas A&M. Each college has a representative serving on this committee (see list of college contacts).

Reciprocal Educational Exchange Program (REEP) – The REEP Program Agreement discusses the specifics and regulations required to establish a non-degree seeking, reciprocal student exchange. This document is also signed by the REEP administrator at the university. In our case, that is the Executive Director of International Programs for Students.

Letter of Cooperation (LOC) – A document stating that Texas A&M University and a foreign institution hope to establish faculty, student or research collaborations in the future is needed. Since it is not signed by the university president, it is not an official agreement.

Joint Degree – A program in which more than one institutions name is on the degree.

Dual Degree – A program in which, a student earns two degrees, one from each of two participating institutions. Each institution is primarily responsible for its own degree.
