Memorandum of Agreements (MOA)

 

What is a Memorandum of Agreement?

A Memorandum of Agreement (MOA) is an official university agreement with a foreign institution (for example, a business, government agency, research center, or university). This is University-to-University and is signed by the President of Texas A&M University (TAMU) and the highest ranking official at the foreign institution. This document is very general regarding research as well as student or faculty exchanges. TAMU only requires use of the Program Agreement, but many foreign institutions and grant programs need an MOA for a formal relationship. A MOA generally has a life span of 5 years. More specifics are established in the program agreements.

 

What is a Program Agreement?

A Program Agreement is the official university document that provides detail on the obligations of TAMU and the foreign institution. If established together, a MOA that a program agreement augments expires or is terminated, the Program Agreement also expires. Program Agreements become active on the date of signing and expire on the date of the MOA if they are created together. If not, Program Agreements expire five years (unless otherwise noted) from their last signing date. A Program Agreement is also with the University, but a department or college from Texas A&M and the equivalent at a foreign institution can be listed as a specific area of interest in the body of the document. This document is signed by the Provost & Executive Vice President for Academics, the Vice President for Global Initiatives and the Executive Associate Vice President for International Programs. The department head (if applicable) and the dean can be added if requested. Other signers may be added to the document as necessary.

 There are two types of Program Agreements:

Standard:  Discusses the specifics of research collaborations; Includes the specifics of student exchange; Includes the specifics of faculty exchange.

Reciprocal Educational Exchange Program:  The REEP Program Agreement discusses the specifics and regulations required to establish a non-degree seeking, reciprocal student exchange.  This document is also signed by the REEP administrator at the university.  In our case, that is the Executive Director of International Programs for Students.
