What is a Memorandum of Agreement?

A Memorandum of Agreement (MOA) is an official university agreement with a foreign institution (business, government agency, research center, university….). This is University-to-University and is signed by the President of Texas A&M University and the highest ranking official at the foreign institution. This document is very general regarding research as well as student or faculty exchanges. A MOA generally has a life span of 5 years. More specifics are established in the supplements.

What is a Supplement?

A supplement is a more specific document that exists under the official MOA. A supplement CAN NOT exist without a MOA. It becomes active on the date of signing and expires on the date of the MOA. A supplement is with a department or college from Texas A&M and the equivalent at a foreign institution. This document is signed by the department head (if applicable), the dean and the Associate Vice President for International Programs. Other signers may be added to the document as necessary.

There are two types of supplements:
Standard: Discusses the specifics of a research collaboration and includes the documentation of the Intellectual Property Statement; Includes the specifics of student exchange; Includes the specifics of faculty exchange.
Reciprocal Educational Exchange Program: The REEP supplement discusses the specifics and regulations required to establish a non-degree seeking, reciprocal student exchange. This document is also signed by the REEP administrator at the university. In our case, that is the Executive Director of International Programs for Students.
